Patent Fees and Timelines in Pakistan

Official Pakistan patent fees from IPO-Pakistan's schedule: filing PKR 6,750, renewals from year 5, plus statutory deadlines and published process times.

The cost of a Pakistani patent has two parts. Official fees are fixed by the First Schedule to the Patents Rules 2003 and published by the Intellectual Property Organization of Pakistan (IPO-Pakistan). Professional fees depend on the specification, the number of examination reports and whether anyone opposes, and are quoted for each matter.

This page sets out the official fees of IPO-Pakistan, not the firm's fees, together with the statutory and published time periods. The First Schedule in force today was substituted by a Commerce Division notification under section 105 of the Patents Ordinance 2000, with effect from 9 March 2019. Fee tables printed in the original 2003 Gazette text of the Rules are out of date: for example, that text shows PKR 2,250 for a filing on Form P-1, against PKR 6,750 now. Figures are as published by IPO-Pakistan on 5 October 2026; confirm the schedule in force before filing.

Official Patent Filing Fees in Pakistan

Official fees under the First Schedule, as substituted with effect from 9 March 2019:

  • P-1, application where the true and first inventor is a sole or joint applicant: PKR 6,750.
  • P-1A, application where the inventor is not a party to the application: PKR 6,750.
  • P-1B / P-1C, application for a patent of addition: PKR 6,750.
  • P-2, Convention application (claiming priority) where the inventor is a sole or joint applicant: PKR 6,750.
  • P-2A, Convention application where the inventor is not a party: PKR 6,750.

  • P-3, provisional specification: PKR 2,025.
  • P-3A, complete specification: PKR 4,725.
  • Each page of specification beyond 40 (P-1 to P-3A): PKR 90.
  • Each claim beyond 20 (P-1 to P-3A): PKR 225.

IPO-Pakistan's filing guidelines describe the filing fee as PKR 6,750 with a complete specification and PKR 2,025 with a provisional specification, and say the basic PKR 6,750 covers a specification of up to 40 pages and 20 claims. Confirm with your Pakistan counsel how the P-3A fee applies to a particular filing.

How a provisional filing works is covered in a separate guide. Provisional patent specifications in Pakistan

Prosecution, Opposition and Grant Fees

  • P-4, extension of time under ss.27(3), 32(2) and 88(1), per month: PKR 1,125.
  • P-5, deletion of a reference: PKR 750.
  • P-6, substitution of applicant: PKR 1,500.
  • P-7, notice of opposition: PKR 2,250.
  • P-8, notice of intention to attend hearing: PKR 2,250.

  • P-16, amendment of a pending or accepted specification: PKR 2,250.
  • P-17, amendment to meet an objection in an examiner's report: PKR 750.
  • P-27, request for search: PKR 1,500.
  • P-28, authorisation of agent: no IPO fee on the fee page; the 2019 schedule describes its fee as "Prescribed stamp duty, as revised from time to time", and the form itself is headed "To be stamped under the stamp Act".

Renewal Fees

Renewal fees start with the fifth year. The 2019 schedule sets them out year by year, from the fee "before expiration of 4th year in respect of 5th year" to the 20th year. Official fee per year, on Form P-12:

  • 5th to 8th year: PKR 12,000 a year.
  • 9th to 12th year: PKR 18,000 a year.
  • 13th to 16th year: PKR 24,000 a year.
  • 17th to 20th year: PKR 32,000 a year.

On the published figures, renewals for years 5 to 20 come to PKR 344,000 in official fees: four years at each rate, summed. That is our arithmetic, not a figure IPO-Pakistan publishes.

If a renewal fee is not paid in time, section 32(2) extends the period by up to six months. The request must be made, and the renewal fee and the prescribed additional fee paid, within that time. Otherwise the patent ceases to have effect (s.32(1)).

Other Official Fees

  • P-11, amendment of a patent granted to a deceased person: PKR 7,500.
  • P-13, restoration of a patent: PKR 13,500.
  • P-14, revocation of a patent: PKR 4,050.
  • P-15, surrender of a patent: PKR 1,500.
  • P-18, directions of the Controller under s.35(1): PKR 3,000.
  • P-19, decision of the Controller: PKR 3,000 (IPO-Pakistan's fee page refers to "section 35(2)", while the 2019 notification reads "section 36(1)"; the fee is the same either way).
  • P-20, dispute as to rights in an invention, s.36(1): PKR 3,000.
  • P-21, correction of clerical error: PKR 2,250.

  • P-30, duplicate patent: PKR 2,250.

Statutory Deadlines

  • Convention (priority) application in Pakistan: within 12 months of the first application in a Convention country (Patents Ordinance s.2(c), with s.2(d)).
  • Complete specification after a provisional: within 12 months of filing, or the application is deemed abandoned (s.14(2)).
  • Certified priority document: with the application or within 3 months, extendable on good cause (s.88(1); r.8(8)).
  • Opposition: within 4 months of advertisement of acceptance (s.23(1)).
  • Request for sealing: within 6 months of publication of the complete specification, extendable by 6 months (s.27(2)–(3)).
  • Renewal grace period: up to 6 months, with additional fee (s.32(2)).
  • Term: 20 years (s.31).

Pakistan has no PCT national phase, so the twelve-month convention deadline is the one that matters for overseas applicants. PCT national phase in Pakistan

IPO-Pakistan's Published Process Times

IPO-Pakistan publishes average disposal times for the Patent Office. These are service standards, not statutory limits. The statutory eighteen-month examination limit once in section 16(2) was omitted by Act IX of 2010.

  • Acknowledgement receipt on filing: one week.
  • First examination report: eighteen months.
  • Review of the applicant's reply: three months.
  • Acceptance and publication once all requirements are met: two months.
  • "Sealing is due" notice where no opposition is filed (includes the 4-month opposition period): six months.
  • Registration certificate after Form P-10 and fee: ten days.
  • Opposition proceedings: two years.
  • Search report on Form P-27: one month.

The table is headed "working days", but each entry is given in weeks, months or years. We reproduce it as published.

How to Pay

IPO-Pakistan's filing guidelines ask for payment by pay order or demand draft from a scheduled bank in favour of the Director General, IPO-Pakistan, and state that the filing fee is non-refundable. Rule 3(4) of the Patents Rules 2003 provides that "Stamps shall not be received in payment of fee". Confirm the accepted payment method with your Pakistan counsel before filing.

Professional fees are not shown here. They are quoted for each matter, depending on the specification, the number of claims and the prosecution history.
